Shut down error?

I'm getting a fatal exception (016F:BFF7A42B) at shutdown in win98? this started after removing an app that I may not have saved the older files the app said it was ok to keep, not sure? the app was a shell pgram that I had an RICHTX32 error with. I replaced the .ini.exe name through dos to get back into windows, the error started after this.
