J understand you are using a machine that belongs to your company. So the company Admin has choosen to tighten security to keep things under control.
If you need your downloads for business purposes, contact the Admin who will open up the links for you.
You will not be given any answers here, that will let you override company policies.

thanks for your help richard; if you dont know how to do it then you dont need to answer. just for your info re-wrote most of the registry and i can now download so i got rid of that problem ... bbut i am still facing the problem of upgrading my windows, i can download anything except windows upgrades from microsoft , it says upgrade available and when i axcept it it says contact your administrator to upgrade since he has chosen not to axcept upgrades blah blah blah. anyway if anyone knows where i should go or what i should do i would really apreciate it
thanks all

I'm with Richard on this. This forum is not a hackers forum. If your admin has put specific restrictions on the network it is for good reason. If your role requires access to the internet and the latest upgrades from Microsoft then your administrator can change your settings to allow this.
I don't think you will get much help in this forum.

"...bbut i am still facing the problem of upgrading my windows..."
does the contract with your employer state that you are responsible for software maintenance of company PCs ? Better spend your time on regular work given to you.
"..just for your info re-wrote most of the registry ..."
J hope you really know what you are doing, breaking into secured company PCs may get you in trouble with local law / jurisdiction.
