This is a bit long because
1. I've told the story in several forums with no replies.
2. It's detailed because it so darn hard to believe it happens
3. I want to get some help to fix it or understand it
4. I'm willing to work around it but need some ideas

If I open CMD.exe as administrator my editor opens it as a file for editing ! I use, instead of right mouse, Ctrl+Shift + Enter.
It's the same for any other file I search and find in my results table above search window.

The editor I'm using is Crimson Editor. The Vista I have is pretty clean Since it's new to me and
I really didn't get a chance to learn XP thoroughly before I got forced into Vista I was very careful
to not make any changes to Vista at all. Same story with all softwares that I used with Vista. It's been with me for literally years because I
know it , I work as a consultant, and I have rules to keep my computer
working smoothly.
I use only software that I've had good luck with in the past. I do not install
updates unless I've identified a problem that an update might fix. All in all I'm very conservative
when it comes to making changes to the computer.
Of course I've checked file associations and there are none for .exe files. I looked at some registry
values where file associates exist for exe files and the result is null for the data there.
It's an Acer T180 system and so there were extra programs running when I got it. I did shut off
many 'features' by not letting them start from the startup folder. None of them were Microsoft
programs.
When I uninstalled Crimson Editor the problem went away and it came back when I installed CE. What I have not done , yet, is try installing
older versions of CE. However the latest version did come from the
vendor's site. *I'll be installing older versions asap and will update
my forum posts then.
I posted a few times in the CE forum but have not gotten any extremely helpful replies. Obviously
it's an odd problem but, to someone , it's a very simple problem to solve.
I 've wanted to do one thing to protect myself but I can't make it work. At the least we can turn
off access to CMD.exe for editing. This is my main concern that CMD.exe is not edited accidentally. However I think I discovered that backup
files exists for imporatant Window files. Perhaps CMD.EXE is important.

for editing when I right click on it for administrator access*
The conditions under which CE pulls up CMD.EXE for editing are limited to a couple of unique
situations. They are specified in the post:
For example , using right mouse click is OK and there's no problem
going into administrator mode.
The link about using the keystroke command says,

one of the first things you'll notice is that there is no way to run a command from the run
box in "Administrator" mode. Until now.
To try this out, go to the run box and type in something (cmd, for example)
Now instead of hitting the Enter key, use Ctrl+Shift + Enter.
You will be prompted with the obnoxious User Account Control dialog…
but it will then open up a command prompt in Administrator mode.

Anytime I use Ctrl+Shift + Enter , on any 'found' file I searched for, taskmgr.exe or even Internet Explorer, CE opens it (taskmgr.exe) for editing.
Same with CMD.EXE. I assume it's the same for any file, or .exe file, which I've entered in the
search field but then it shows up in the search results list and then I use Ctrl+Shift + Enter and
the process of editing that .exe file begins.
Here's things I've checked to be sure I'm not creating the problem.
1. There is no shortcut key routine setup in the desktop icon for Crimson Editor. When I uninstalled
it and the problem went away I only reinstalled it and the problem came back. I made absoutely
no setting adjustments to the way CE was installed except to use the default settings. No one at
the CE forum has mentioned anything about there being a preset control keystroke command. And
I've tried using Ctrl+Shift + Enter with 'nothing' and CE does not start up.
If I use right click mouse to go into administrator mode for CMD.EXE it starts up OK.
2. One thing I could, or would like to, do is to set CMD.exe as read only. However this does not
get rid of the overall problem. Any file is subjected to editing if I use the control keystroke. Even
IE was being edited when I tried to open it using administrator shortcut. The funny thing is ..
I think IE might run better if I were to randomly edit the binary coding.. hehe. j/k
It's a serious problem ..
3. If I could find another editor I would try it. If the problem recurs then
that might be useful to know.
I don't want to take the next step and actually use another editor.
It would have to have or I should like it to have the features of CE like macro, built in
calculator and column editing. These things make CE very worthwhile to me. That the parts are
integrated makes for a fast job when using CE.
And so here I am curious what we can do. THanks for any pointers.
