Problem running an App. (Security Crashes It)

I am trying to run Symantec ACT 4.0 on an old machine upgraded to '98 from Win 95. ACT installs, but when I try to run it, it crashes (details says at kernel32.dll) and then after that a message saying "This Operation has been cancelled due to restrictions in effect on this computer. Please contact a system administrator. I am not sure if the guy working before me did something, but I looked all around and didn't see anything about security settings. ANY help would be greatly appreciated. Thanks

It seems to me that there may be two problems overlapping:

first: refering to the crash: check, if the mentioned version of ACT can run under W98 or if you need to update / upgrade.

second: "This Operation has been cancelled due to restrictions" may mean that somebody has set up Policies on your machine. You mention, that you install ACT, perhaps your Admin has restricted this.
