Error 1607 Installation Failure

Hi, I tried to install a program and it asked me to locate the .msi file because apparently it is a network resource and it could not locate the file. So I locate the file and granted it administrator access, yet after it starts to utilize the program I get error 1607 "installation could not be be validated" (or something around that premis). I have researched it and it appears to be a problem with the InstallShield application, but I do not know how to repair it so that function is restored. Does anyone know or have any advice regarding a solution to my problem?

Please does anyone have any solution to this error code 1607, I have tried everything from the Intallshield Consumer Help Files and have acquired no results. I have even updated the Windows Installer to a beta version and still no results. Please, anything would help, I really need this fixed!
