How do I install Tweakui so that it is in my control Panel, so that I can use it. Thanks I have Windows ME version

I have justdownloaded Tweakui 2000 as I want to use it on Windows 2000. I know how to installed tweakui and how to use it, but when I go to install this copy I am unable to see it in the control panel. Can anyone tell me why? and how I can get it there.
