hability to modify the date and time

How can I resctrict the ability to modify the date and the time in windows???

I'm afraid you may be limited in what you can do here. The date and time are stored in CMOS and are read by the OS during initialization. Anyone can modify the date and time manually by accessing CMOS through the system BIOS or using standard I/O calls. This can be done with no OS loaded therefore is outwith the OS's control.
