I have IE7 and run XP.
Suddenly a few days ago, I began getting "there is a problem with this site's security certificate" for Hotmail and other sites. I simultaneously began getting the "new programs installed" balloon at the Start menu. This may or may not be related. The balloon disappears when I highlight my program list and re-appears when I open Google. As I say, the new programs balloon may not be related to the certificate problem. I have not disabled the balloon yet, pending more digging around about the cause.
For the certificate problem, it was suggested I reset time and date. I was surprised to discover my date was several days behind despite it having been correct a few days previously. I also reset under Advanced in Internet Properties. The date reset and the reset defaults cured the certificate problem for Hotmail, but not other sites, such as a Canada Government site for standard income reporting which never showed certificate notice before.
I ran a system virus/spyware scan that resulted in only tracking cookies, which I deleted. I also did System Restore to a point previous to the problem. Neither action helped.
Any ideas? First time on this forum. BTW, I was not poking around and making changes to IE or Windows when this incident occured. Task Manager shows the correct programs running. Under processes, I do not know enough to tell what might be unwelcome in the list.
