I have a small network in my home, however the passwords are not checked with my file server, so diffrent passwords can be used on each computer to gain acess to the tcp\ip network. All the machines are running widows 95 or 98se. I think the answer may be in creating a domain/domain controller but i don't know how to do this, can anyone help.....

sounded like you are using peer to peer network already. In order to have a server to control over other workstations. You must use it as a server, for example NT server will hold the passwords for all user to get in that server machine. You will have to set it up so that if password is incorrect, user can only get into their own machine. I don't think there is a need for domain controller.
