No Internet by User

How can I disable connecting the Internet via IE or NS or building a hyperlink by User-Rigths on a PC with Win98.

Caution: On this PC are working more than one user. Some should have the rigths connecting to the Internet and some should not.,

You could try using poledit and just restrict access to the iexplore.exe and netscape.exe
