just before the very first screen, on the upper left of the screen, i see a memory countdown. then on the lower right is F10-setup and F12-Network Service Boot

it takes 3 min before the logon window appears. the pc has been rebuilt recently.

You said it yourself. "The PC has been rebuilt recently". Your computer is currently hanging at the computer's self diagnostics on startup. It most probably is a faulty hardware, or a connection somewhere might be loose. You might want to ensure everything is fitted in properly then restart your computer. In your BIOS I believe that you have the option of disabling devices such as LAN, WLAN and so on. You could try disabling all the devices to see if that helps, and if it does, it points to the hardware that you disabled as the faulty one.

Perhaps you could provide some information on your computer? I'm sure that would be appreciated. Thanks :D

That is fine, but you still need to troubleshoot further as I believe that it might be a hardware problem. You could either disable the devices in your BIOS or you could take out the devices in your computer one by one and reboot to see if the problems have been solved.

if we have slow boot we should try to check our ram and then try to run disk cleanup utility and disk fragmentation

you will have to defragment your hdd and clean up your registery and temp files and other unsual things during startup of pc you can use any third party software for eradicating these things.... like tune up utilities. reg cleaner...... reg mechanic.....

Please download and install Process Explorer from Microsoft. Process Explorer was formerly a product of SysInternals, but Microsoft bought them. Once your computer is freshly rebooted and the hard drive light has settled down, please run Process Explorer and post a screen capture of the processes which it shows are running. The reason is that you may have one or more software conflicts, and at least PE will show us what possibly conflicting software is running which may need their settings changed.

Update the anti virus and anti spyware software then try to boot your computer in the safe mode.
Scan in the safe mode and reboot in the normal mode where you have to delete all the junk files, unwanted files, disk cleanup, disk defreg and try to update the windows. If your problem still same as before then upgrade with the same operating system CD.
Insert the OS cd > run the setup > select the upgrade option and then follow the instruciton for further installation.............By this all the correcpted files will restore and it will work fine or you can use recovery disk.
