illegal automatic renew

I got a message that my renew was successful, I never asked for, never gave a permission to do that automaticlly, actually I have sent 3 messages to pctools asking to cancel my subscription. But pctools have done it !!!! very bad customer service.
My question is who can be fair enough in pctools and refund my bill ?????

I have tried 4 times, I am over fatigued to try again. PCtools is not responding but holding my money....maybe they need those 20 USD otherwise?????
