How do I add: Assign to Fn Key to the right click?

I've seen on at least one computer, in the right-click, an: 'Assign to Fn Key option'. How do you add that? Thank you for replying.

you must have seen the visible part of some freeware or shareware, cause the Fn key will have to be intercepted and then do something with the right-clicked icon (open document, start application).
Just adding the menu line to the popup menu will not do anything, even if this can be added by registry keys.
