IE 7 will not connect to the internet

Hello;

For some time, I have not been able to connect to the internet using IE 7. This has been true ever since I upgraded (quite some time now). All other browssers work.

I tried to uninstall it and reinstall it, but that did not work. Here is the message I get every time I try to start it up:

I've tried diagnosing the problem, but all it tells me is that my connection is fine.

I also check my proxy settings, and I do not have any listed.
