how to setup access to the server domain that only Administrator can login and none of the other users?

What OS? The following assumes Win2K3

Start > Administrative tools > Domain Controller Security Settings (or "Local Security Settings" for non-DC) > Local Policies > User Rights Assignment > "Deny log on locally" policy

Add the users or groups to be excluded in this list.
