Windows ME Password box

I always thought my computer was password protected by anyone getting into my computer. Well I ask a friend of mine how did they get into my computer and they said they didn't know my password so they clicked the cancel button and it went right into windows, how in the world would a password box be of any use if you can just click the "Cancel" button and proceed to have access to everything. Is this something common with windows ME?
