I was wondering ,are there any utillities out there that can diagnose registry problems acurrately.
I get a error message stating that I must restart my machine. I am given no indication as to how or where to look for th problem only "system registry".

Win98? If so,

One of the best things about 98, is that it keeps a backup of the registry for the past 5 days, or more with ini file editting.

Try hitting F8 on startup, choose command prompt only. At the c: prompt, type:
cd\windows\command
then type:
scanreg /fix
Thi will fix some errors.

It's possible your errors are related to memory. Have you updated?
Take the case off and see that they're properly seated.
