Folder and Explorer settings

I'v reinstalled WNT 4 W/s on my Pc, and since then I face a problems that the Windows Explorer settings, plus folder settings are not always saved. Each time I click on My Computer, it opens in full screen, even though I changed it not to be like this.

what's wrong?
