Change Other PC's Registry

Can anyone tell me how can I change other workstation's registry and refresh it immediately from another workstation through Windows NT environment.

yep,

You need Remote Registry Service (you need the NT resource Kit for this) activated on both
pc's then you can use regedt32 to access the workstation's registry and then load the hives. Then you can affect changes. You can't work with all of the hives though. I think it's only Current User and Local Machine. You also have to have sufficient admin permissions for this task
