Task Manager(WinXP Home Edition)

pls help me how to configure task manager, the menu bar, other tabs(processes, perfomance, networking) & status bar are hidden. Only the applications tab is shown.

what command will i use to access group policy settings in XP Home Edition?
gpedit.msc is for XP Pro.
do i have to login as an administrator?

i would really appreciate your help.. :)

Double click in any place of the window's frame...

And there's no policies editor for XP Home...
