Can't execute exe files

I'm trying to help baby sister over the phone. We're trying to install RamIdle s/w, and when she double clicks on the exe, she gets:

"WINDOWS CANNOT ACCESS THE SPECIFIED DEVICE, PATH, OR FILE. YOU MAY NOT HAVE THE APPROPRIATE PERMISSIONS TO ACCESS THE ITEM."

I sent her printKey.exe so she could capture the message and send it to me, but she got the same message when opening printKey. What's up with this?

What version of Windows is being used? If it is VISTA, please try right-clicking the .exe's and selecting "Run as Administrator"
