I'm having the same problems as "Brownpau [Menu Delay IE4]." Slow popup of the start menu, Except it's much worse with submenus specially with NEW on the file menu and when I right-click on my desktop and point to new. It's been doing this ever sence I upgraded to win98 from win95. I'm using a 486 with 16MB RAM. So I know it take time to do most things, But I never had this probably with Win95. Just about any Right-Click menu popup is really slow! If you know anything that mite help please Email me at Smitty2057@aol.com

Two possible solutions: one, if you have sounds enabled, then as slow as Windows 9x is with handling RAM and virtual memory, especially in lower-end machines, it may be taking a long while to read the sound file to play it whenever you open a menu. Disable these sounds.
Two, there is a registry key (i forget exactly which one, but look around the database, you're bound to find it) that handles the delay time for menu pop-ups. Just change the delay time to 0, and perhaps you'll get better results.
