i have two accounts both with admin options

however the accoount which isnt the original admin cant see aDMINISTRATOR on the user accounts menu, so I cant delete that account

You cannot delete built-in administrator account, but you can rename that account instead: determine a different account name associated with the security identifier (SID) for the account "Administrator". Because the Administrator account is known to exist on all Windows 2000 Server, Windows 2000 Professional, and Windows XP Pro/Home computers, renaming the account makes it slightly more difficult for unauthorized persons to guess this privileged user name and password combination.

On Windows XP:
1. Log on as Administrator, or as a user with administrator permissions.
2. Right-click My Computer, and then click Manage.
3. In the left pane, expand the Local Users and Groups node, and then click Users.
4. In the right pane, right-click the Administrator account, choose Rename...
5. When you rename the account, make sure that you also change the text in the Description field for the account. In the right pane, double-click the renamed account...

In addition, you should create a decoy user account, called Administrator, that has no special permissions or user rights.

thanks, but i want to delete the other acount.

I think there must be at least one user account other than (different from) built-in Administrator in Windows XP.
However, you can log on as Administrator in Windows XP Safe Mode.

Jump to the Safe Mode using the F8 Method:
1. Restart your computer.
2. When the machine first starts again it will generally list some equipment that is installed in your machine, amount of memory, hard drives installed etc. At this point you should gently tap the F8 key repeatedly until you are presented with a Windows XP Advanced Options menu.
3. Select the option for Safe Mode using the arrow keys.
4. Then press Enter on your keyboard to boot into Safe Mode.
5. Do whatever tasks you require and when you are done reboot to boot back into normal mode.
