Disable Windows Local Password

Hi,
I posted this question in the Registry section to, and I also want to share it here to.

We have a Novell network and 95/98 clients. We are forcing password changes every 30 days. How can I prevent the local windows password from being changed when the force change happens. I would like to completely disable the windows password. Thank you for any ideas.
