Windows will not start

Reports Windows must shutdown because
RPC service terminated unexpectedly

This is even for "safemode" do not shudown on system failure.

I am able to abort the shutdown with cygwin: shutdown -a

I was able to uninstall cryware doctor,

Just need a solution to fix socket errors so I can reach the intenet.
I don't know if this was caused by cryware or firewall unplus
