I've removed all reg keys, strings, and entries that are named "Task Scheduler" and "mstask". Now I have an empty folder in "My Computer" where Task scheduler used to be that I can't delete. What am I doing wrong?

Task Scheduler resides in the system configuration under the name Task Monitor. Go Start - Programs-Acccessories-System Tools-System Information-Tools-System Configuration Utility-Startup. Uncheck the box marked Task Monitor and restart. It should then be gone.

Not really something I'd recommend, but if you gone that far, have you checked here:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr entVersion\explorer\MyComputer\NameSpace\{D6277990-4C6A-11CF-8D87-00AA0060F5BF}
Keep in mind you may have a virus scanner set to run, and this will bring it back.
Also doing a repair or upgrade of Internet Explorer will bring it back also.
You should have deleted the jobs first.
