Playing a sound on Internet (dis)connect event

How do I edit the registry so that a sound plays each time I connect to the Internet via DUN, an ISP like BlueLight, a cable modem, or whatever? I'd also like to be able to play a sound on the disconnect event.

to my knowledge DUN has not established Sound Events (see sound applet in control panel). but maybe someone has advice on third party software.
