My friend's Firewall's App rules does not work

My friend's Firewall's App rules does not work. There is no pop-up when applications try to connect the Internet, and the applications didn't connect the Internet either.:confused: why?

The driver has been currectly installed, and the version is the newest. "Filtering Rules" program is working. The setting is default.

I think your friend must have used Chinese folfer name.

He can change it to English,then try angain.
