Taskbar Icons

Is there any way to hide or remove icons on the windows 95/98 taskbar?? I have several programs that start with windows and I do not want an end-user to be able to edit or close down these programs.
Any help or suggestions is appreciated.

start,settings, taskbar and menu, taskbar options and check auto hide or you can get a program from www.zdnet.com

This only hides the taskbar, I want to hide or remove the icons FROM the taskbar alltogether. This way whether or not the user sees the taskbar they cannot disturb any running background programs that display an icon.
