Is there a reason that the block all ports rule at the end of the ruleset is left unchecked by default?
Also, I have found that the firewall blocks NTP protocol (UDP port 123) by default, which prevents time synchronization in Windows XP. I set up a rule to allow outbound & inbound connections, UDP remote port 123, and it still wouldn't permit the connection. This rule works for most rule-based firewalls I have tried. Any ideas on what could be going on?

Hi, I added this rule. See screenshot. Click 'add' and tick and edit as shown.Then click on 'where local port is' (underlined in red).PCT1

Hi,
It works if you allow UDP, remote port 123 and don't specify a direction.
Tested with version 1.0.0.9

Thanks, aintdunnit, but your example rule is identical to the one I created that didn't work. I'm going to upgrade to 1.0.0.9 and try it again.

Hi squibbon, I have this rule set to log whenever it is used.I did a manual time update and this rule is good to go. I have version 1.0.0.9

Downloaded the 1.0.0.9 update and it fixed the problem with the time sync rule.
