Is it the password for content advisor you want to get, or is it the password you use to log on.

The encrypted passwords that are used in the Internet Explorer Auto-complete feature can be found at [HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\IntelliForms\SPW]
I'm not sure whether you would simply be able to backup and restore that key though. Depending on the way they are doing encryption they may seed the algorithm with a unique value of some sort from your system. So if you had to format and re-install the OS then that value would be probably be different and the system would not be able to decrypt the password. That's a guess -- as I don't know exactly how they implement the encryption/decryption for those values.
If you're talking about the other non-autocomplete passwords, then on Windows 9x they are stored in the c:\windows\[username].pwl file which you could backup.

Just as a point, you might try starting your own question or thread, instead of replying to threads that are months old with a new question. But didn't you answer your own question? Extentions for password files in Win9x are .pwl
