Internet Video And File Download Problems (WXP-Home)

Everytime i try to watch a video on internet explorer or try to download from a site, Im not able to, what is the problem? Its not firewalls, i tried to download with them off, so what could be the problem? I can download from a download engine but not from the internet explorer itself. Please help.

I don't know if you've tried this, but if not, do so:

Open Internet Explorer.
Click Tools menu --> Internet Options
Click Security tab
Click Internet icon
Click Custom Level... button
Scroll to Downloads section
Ensure File Download is set to Enabled
