How do i get the .reg files to merge into the registry instead of opening in notepad

Does right-clicking a .reg file and choosing Merge not work for you?

Try this:
In Windows Explorer, click on;
Tools > Folder Options... > File Types Tab > Scroll down and click on .REG (Registration Entries) > click on the "Advanced" button >
In the "Actions:" box, there should be edit and merge. Click Merge and hit the "Set Default" button. Finish with "OK" then "CLOSE".
Check by right clicking a .REG file and Merge should be in bold at the top of the context menu.

It would be my guess that the poster had changed the default from merge to edit to prevent merges without the user knowing about them but simply forgot they had so the first response may likely be more appropriate for the poster in this case.
Just my guess though.

tried this and still doesnt work. as for changing the permissions. none of that has happened. Was like this after a new install.

When you open one in Notepad what is the first line?
"Windows Registry Editor Version 5.00"
or another version?
And, are you an administrator of the machine in question?

Right click a .REG file and choose "Open With". Normally registry editor will not be listed as a program on the next window, so check the box that says "Always use the selected program..." and click the browse button and navigate to your windows installation folder (normally c:\windows) and double click the regedit.exe program. This will definitely get regedit to open when you double click a .reg file, though I am not sure if it will auto-merge without some more advanced configuration.
Alternatively, you can open regedit manually and click File-->Import and point to the .REG file you wish to merge.

If you tried like Ash had suggested and your settings change does not stick then...
You likely have a third party Security Application that is changing it's default action to Edit instead of Merge. (Which one; I do not know but worth looking into.)
On my older Win98 machine I intentionally changed the default from Merge to Edit for security purposes.
