Can't get IE to run.. (WXP-Home)

few weeks ago I got a virus on my CPU and I didn't feel like dealing with fixing it so I just did what I have done in the past and choose the complete system restore option. I had to put in new product key given to me by microsoft because part of the key that came with my CPU ripped off. Anyway, after I typed in the key my CPU started working again, yet internet explorer won't open. . Whenever I try to open it I get a message saying choose program you want to use to open this file, I get three chooses: Painshop, fax, something else. None of these programs will open internet explorer and it's pissing me off. I just want to get on my CPU and download some por.... STUFF! Can anyone help me out here... I run windows XP home edition and all the software besides WORD came pre-installed on the unit.

What happens if you click Start, then Run, type
"C:\Program Files\Internet Explorer\iexplore.exe" (including quotation marks) and press Enter key (or click OK button)?
