Killing auto-arrange FOREVER (WXP-Home)

Hi, how do I disable the auto-arrange feature in folders FOREVER? Why can't Windows leave my files where I want them to be?
Also, how do I lock my desktop icons FOREVER - withouth resorting to the web view?
