Launching IE problems (W98)

When I launch IE from the desktop the home pages does not open to maximum view. It opens in minimized view. Also when I open a link in a web page it opens minimized. This just started to happen last week..

Right click on the IE desktop short cut > select Properties > check "open maximized" and Apply.
