Is there a way to require a password to access the internet only? Im not sure how to go about doing this but i know there is a way can ne1 help????

No without special software. You would need normal firewall that controls outgoing traffic with ability to ask passwords before connections are allowed. I don't know if any firewall has that feature, but who knows...

You can twist the registry key to have it done
or download this freeware called tse's authenticator

Your link refers to Tse's IEAuthenticator, but it seems to work only for IE. What if user uses Mozilla Firefox?
