Can i send files by using a Wireless ADSL router from a computer to another on the network Directly (i.e. : from 192.168.1.2 to 192.168.1.3)? if yes HOW?

Yes.

You could create shared folders or use the administrative shares already created. For example Start > Run > \\192.168.1.3\c$
