1. Is these true that the registry settings wrote in Windows Registry Guide aren't universal for every computers ?
2. If I make these changes :
- MaxMTU higher than the default value ( so, with MaxMSS );
- DefaultRcvWindow higher than the default value;
- DefaultTTL lower than the default value;
- As information, I add the "extra settings" in my modem by "s11=5".
Could I get the better performance for internet connection ?
If "yes" or "no", please tell me why ?
3. If my transfer rate increases, is this the signal that my formula suitable for my system ?

Just after Win installation they may be globally same, cause that is how an installation goes: same (at least as far as same options are chosen).
When you start changing your settings and start running your applications then the registry gets live and holds each users and computers specific configuration and that for sure is universaly not the same anymore for any computer and user.
That's why a Window Registry exists.

J believe you have been copying settings from the Registry Guide. J did not go and check but J think you are refering to the TCPIP tweaks. These influence the way how two computers speak with each other. The space here is a bit limited, even for a quick answer, J recommend you read a book explaining TCP/IP.
As for your modem setting, J cannot tell what that bit does in your case, modems can be different.
Anyhow: the tweaks given are specifications, that generally a better performance should turn up. But if you happen to have a really bad connection (phone line) the result could be worse.
WARNING:
J feel you seem to know very little about communications, TCI/IP stack and the Windows Registry. BE VERY CAREFUL when manipulating the registry and MAKE REGISTRY BACKUPS and know how to restore them !

Exactly !
But to getting a "feeling" for better performance you may have to run several large downloads repeatedly and you should see higher transfer rates in the download window and shorter overall download times. Just in interactive usage on the web it may not be noticable.
