I want made risk assesment for migration from Windows2000 to Windows 2003 ADS plan ; how matter this look.

That is a very open and large question. People would need much greater detail to be able to answer the question correctly.

Just plan a simple RA using the FMECA model. Ask your colleagues to help. If this is something you are planning to do yourself then look at each step of your migration plan and think about the things which could go wrong and the impact they would have.
