Usually you can download a cmdline pasword encrypter\decrypter, but why do you want to do encrypt these txt files?

See if this will do the job for you. Rt. click on your Notepad file, select Properties, then Advanced on the General tab. At the bottom is the option to encrypt the contents.

Additionally:

Your volume must be NTFS for EFS to work.
Copying or moving the file or folder to volume which is not NTFS will result in decryption.

Best practice in this scenario:

Configure NTFS permission on the folder so that only your account has access and then encrypt. This way, other users can not access the file to move/copy it and if an administrative level user takes ownership the file is still encrypted [unless moved to a non-NTFS volume].

Other options:

Store the folder/file on a memory stick (with security).

Try searching for Steganography.
