Restricting Control Panel (All)

At this particular organisation I have seen, they have blocked the Control Panel.

They haven't removed the link for it, when they click the link they are presented with text stating that they have been locked out of this area, and to contact their administrator if they wish to change anything.

How can I apply this on a XP standalone (It connects to a network for printers and internet, but not for user policies)
