Access Denied By Access Control List (WXP-Pro)

I kept getting this message when browsing using MS Internet Explorer 6 in my Windows XP Pro. Here is the error:

Page Not Found
"Access Denied By Access Control List"

I searched google and found this article, http://support.microsoft.com/?kbid=316699, but I'm not sure what it means by create a new connection to my ISP. I use Mozilla Firefox browser and it works fine but anything that is Microsoft based then it is not working...even my MS Money does not work.

Like the articke says, your internet connection might be broken. One reason why the connection has broken and still other browsers than Internet Explorer still works is that you have hit by virus, spwyare or other malware. I recommend that you scan your pc against spyware.
