multiple session (W98)

Is it possible to restrict a user to run a programme twice, onle one session is allowed but when try to run second time the first session is maximised or give error ( whichever is possible ) please reply

Without knowing a programming language, the task you're trying to accomplish is a bit difficult. No easy fix for it.
