Ok, here is the exact description. there is a link on a web page. This link opens another window and directs you to another page.
Take this link for instance.

Many hyperlinks has the size implicit in the html code for the new windows (and you can not do anything about it, except changing your browser)... AND Internet Explorer "remembers" the last size for a new window and uses it to the new windows WITHOUT the size implicit in the hyperlink... You could do the following: open IE maximized, then open a new window (CTRL+N) and resize the window to whatever you want (NOT maximized), now, close the first IE window using the [X] and, after that, close the second window using the [X], reopen IE and test...
