admin rights (W2K)

I am a member of the administrators group, but when I try to load a program, it says that I need to be a member of the administrators group. I also cannot run defrag. I have checked several times and I am a member of the administrator's group. Any ideas as to what may be happening.

Restart in safe mode (Tap F8 until the screen comes up while booting). Login as Administrator. Check to see if your username is still a member of the Adminstrators group.
