IE closes browser when you click to open a link (WXP-Home)

I'm not able to have more than one IE window open at a time. For instance, if I click on a link to be directed to an external website, the website would come up in a new window, but close the old one.
This means I can't have more than one window open at a time.
Also, if I already have one IE window open, it won't let me open another one up.
I've had this problem since I got the PC (new). Please help! Thanks.

Check to see if the "Disable Open in New Window" option enabled: <a target="_blank" href=http://www.winguides.com/registry/display.php?id=442>Internet Explorer Restrictions</a>.
