my pc did not shutdown or restart

hi
i have win ME
when i shut down or restart windows did not respond
i disabled hibernating, i changed power schemes, i used exit windows by a programming language, i made a shortcut for sutdown "RUNDLL.EXE user.exe,exitwindows" and windows did not respond!!!!!
pls im now shutdown it by cable and when i run it check disks always show coz i shutdown it by cable
i need help pls
