Sound and Recording Issues

ok, i have recently acquired new recording software and have begun recording. however, as all of my other attempts to record using the microphone imput, the sound quality is horrible at high frequencies. when i record guitar chords they gradually fade out and give off a gross flanger effect.

what i am wondering is if there are any drivers, software, ideas, etc. that could help prevent this?

It's more of a hardware issue. You'd probably just have to buy a high-end audio card. I know a guy that has a recording studio and he has a nice card which works fine.
