I tried to download some files named with Chinese characters and my PC didn't regonize the filename and refused to download.

I thought by setting regional settings to Chinese would help. But surprisingly, there is no Chinese in my regional settings box. What could be wrong???

My PC is 5 years old, did I mess it up seriously?

Not sure if this will help, but go to View > Encoding in Internet Explorer, put your mouse pointer on More and there are options for Chinese Simplified and Chinese Traditional. Select one and then try the download. Might not do any good, but worth a shot.
